Garden Suite vs Basement Apartment: The Complete Comparison

Two Ways to Add a Home to Your Property

A basement apartment and a garden suite solve the same problem, more legal living space on a property you already own, but they are fundamentally different builds with different economics. A basement apartment finishes space you already have under your existing roof; a garden suite is an entirely new detached building in the backyard. Both are additional residential units under Ontario's Planning Act, both are legal as-of-right on most serviced residential lots under Bill 23 and O. Reg. 462/24, and both can house a tenant, a parent, or an adult child. But the decision usually comes down to what's already sitting in your basement, how much backyard you have, and whether you want a truly separate home or a more affordable second unit inside the one you've got. Neither option is objectively better; the right one depends on your lot, your budget, and what you're actually trying to solve.

The Honest Case for a Basement Apartment

A basement apartment wins on budget almost every time, because you're renovating existing walls, existing foundation, and an existing roof rather than building a structure from the ground up. Finishing a basement into a legal secondary suite in the GTA typically runs a fraction of a garden suite's cost, since there's no new foundation, no new roof, and often shorter utility runs, though egress windows, ceiling height, and fire separation can still add real money in an older house. It's also faster: without a new foundation or framing package, a basement conversion can often be permitted and built in a matter of months rather than the better part of a year. If your basement already has decent ceiling height, is reasonably dry, and your yard is small, shaded, or full of mature trees, a basement apartment is very often the more sensible first move, and we say so honestly even though we build garden suites, not basements.

The Honest Case for a Garden Suite

A garden suite wins on almost everything else. It has its own address on the lot, no shared walls, floors, or mechanical systems with the main house, and windows and doors on every side, which tenants notice immediately and pay for. Basement suites are capped by what already exists: ceiling height rarely exceeds what the original foundation allows, natural light is limited to window wells, and soundproofing between two households sharing one structure is never perfect no matter how much insulation you add. A detached garden suite avoids all of that, and in the GTA it commands a real rent premium over a comparable basement unit because tenants are effectively renting a private house. It also holds up better over decades: a basement stays part of your home's resale story, while a garden suite is a freestanding asset that shows cleanly on an appraisal as separate, income-producing living space. The trade-off is cost and the need for backyard space to build in.

Cost, Rent and Timeline, Side by Side

Run the numbers next to each other and the trade-off gets concrete. A custom garden suite in the GTA typically costs $285,000 to $450,000 or more all-in, including design, permits, servicing, foundation, and finishes, with prefab options starting from around $225,000; end-to-end, from first design conversation to move-in, custom projects run roughly six to ten months. A legal basement apartment renovation is almost always cheaper than even the prefab garden suite figure, and because there's no new foundation or exterior envelope, it can often be completed in a few months once permits, which still take roughly two to four months, are in hand. On rent, a one-bedroom garden suite in the GTA typically leases for about $1,900 to $2,600 a month, while a comparable basement unit in the same neighbourhood usually rents somewhat below that, reflecting less privacy, less light, and shared entry points. The higher garden suite build cost is largely the price of that rent premium and the separateness tenants are paying for.

Choose a Basement Apartment If… / Choose a Garden Suite If…

Choose a basement apartment if your yard is small, heavily treed, or otherwise a tough build site; if your basement already has good ceiling height and isn't chronically damp; if budget is the binding constraint and you need the unit finished quickly; or if you're comfortable with a tenant sharing the same building envelope as your family. Choose a garden suite if you have workable backyard space and side-yard access; if you want maximum privacy and separation for a parent, adult child, or tenant; if you're building for the long-term rent premium and resale clarity of a genuinely detached unit; or if your basement is unfinished, low-ceilinged, or affected by moisture that would be expensive to solve on its own. Many GTA properties can technically support both, and a few ambitious owners eventually build both, but almost nobody should build both in the same year. Start with the one your lot and your budget actually favour.
