Building in Toronto vs 90 Minutes Out: Garden Suite Economics Compared

A garden suite costs roughly the same to build across the region, but what it earns and what it's worth changes enormously between Toronto and a town ninety minutes out.

The Build Cost Barely Moves; Everything Else Does

A garden suite costs roughly the same to build whether your lot sits in downtown Toronto or ninety minutes out in a smaller Ontario town, because lumber, concrete, labour, and code requirements don't vary much by postal code. What varies enormously across that same ninety-minute radius is land value, achievable rent, resale demand, and how competitive the local trade and permit environment is. That gap is why the same $300,000 suite can be an obviously great investment in one town and a much harder case to make in another, and understanding which side of that gap your target location falls on matters more than the construction quote itself. This comparison is really about where the identical building creates the most value once it's finished, not about where it's cheapest to build, because on that measure, most of the region is remarkably close together.

Why Build Cost Barely Moves With Location

Materials, most trade labour, and code requirements are provincial or national, not municipal, so a custom garden suite's $285,000 to $450,000-plus all-in cost, or from $225,000 for prefab, holds in a similar range whether you're building in Toronto, Vaughan, or a town two hours out. What does shift modestly with location is site access, since urban lots often have tighter side-yard access than suburban or small-town properties, sometimes adding modest labour cost, and permit timelines, which can run faster or slower depending on how busy a given municipality's building department is. Servicing distance also varies lot to lot more than it varies by region. None of these differences come close to explaining the enormous gaps in what a finished suite is actually worth once it's built, which is where the real regional comparison lives.

What Actually Differs: Land, Rent and Resale

The real spread is in what the finished suite produces and what it's worth. Toronto and the inner GTA command the highest rents in the region, with one-bedroom garden suites reaching toward the $2,600 end of the typical $1,900 to $2,600 range or above in strong neighbourhoods, and the underlying land value is high enough that adding a legal second unit meaningfully moves the property's resale price. Move ninety minutes out and rents typically sit lower, often nearer the bottom of that range or below it in smaller markets, but land and house prices are usually lower too, so the suite can represent a proportionally larger boost to a smaller asset. Zoning rules also vary, most municipalities now permit garden suites as-of-right under Bill 23 and O. Reg. 462/24, but Toronto's specific 60-square-metre size cap and angular plane rules are its own, while surrounding towns set their own limits, so the buildable suite itself can differ even at identical build cost.

The Arbitrage Case for Investors and Families

For investors, the interesting math often isn't simply highest-rent-wins, it's yield, rent relative to what the whole property costs. A suite built behind a $700,000 house in an outer-ring town can produce a similar rent-to-property-value ratio as one built behind a $1.3 million Toronto house, sometimes better, because the build cost is nearly identical while the underlying asset is cheaper. University towns and workforce-shortage communities within the two-hour radius are worth particular attention, since steady tenant demand can support solid rents even where general market rents run lower than Toronto's. For families, the calculation flips: proximity to aging parents, workplaces, or existing community usually outweighs a marginal yield difference, and the right location is wherever your family actually needs to be, not wherever the spreadsheet says returns are highest. Both are legitimate ways to use the same comparison, just optimizing for different outcomes.

Choose Toronto or the Inner GTA If… / Choose Farther Out If…

Choose Toronto or the inner GTA if your priority is maximum achievable rent, strongest resale demand for the finished property, and being close to the region's largest tenant and employment base, and you're comfortable with tighter urban lots and higher land costs. Choose a location ninety minutes out if you're optimizing for yield relative to property value, targeting a university town or a community with steady workforce housing demand, or if family, not tenant economics, is genuinely driving the decision and that's simply where your family is. Neither answer is more correct than the other; they're optimizing for different numbers, and the honest first step is deciding whether you're solving for rent, for yield, or for proximity before comparing any locations at all.
